9 Texarkana, TX Texarkana, TX $34,000 a year $34,000 a year GENERAL PURPOSE Plans, organizes, coordinates, and supervises community recreation programs for senior citizens and youth including cultural arts, physical activities, special interest classes, and after school programs.
Assists in recreational and special events for the City of Texarkana, Texas Parks and Recreation Department.
SUPERVISION RECEIVED Works under the general supervision of the Sports and Community Recreation Manager.
SUPERVISION EXERCISED Supervises recreation aides, special interest instructors, seasonal employees, and volunteers, as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES Manages and supervises assigned operations to achieve goals within available resources, including daily operations of the assigned Centers.
Plans and supervises recreational activities of all types while maintaining a safe and orderly environment within the center.
Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
Provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups, and the general public.
Communicates official plans, policies, and procedures to staff and the general public.
Assists in recreational and special events for the City of Texarkana, Texas Parks and Recreation Department.
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Recruits individuals to provide activities, classes, and programs for the Parks & Recreation Community Centers (Collins Center, Southwest Community Center).
Reviews applications of these individuals and make recommendations to the Recreational Specialist on whether or not to accept these individuals and their programs.
Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusts errors and complaints.
Prepares a variety of studies, reports, and related information for decision-making purposes.
Coordinates recreation staff in the development and implementation of community recreation programs.
Supervises classes, workshops, and activities for persons engaged in recreation programs and co-sponsored programs.
Selects, plans, and implements cultural arts, physical activities, and special interest activities for senior citizens and youth in the community.
Responds to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.
Assists in preparation for publication:
a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding recreation programs.
Assists in daily operations and the scheduling of activities at Southwest Center and Collins Senior Center.
Promotes interest and provides information regarding recreation programs to school officials, Senior citizen facilities, other recreation officials, community service groups, other City departments, and the general public.
Provides weekly participant status and summary activity reports to the Recreation Specialist (when assigned at Collins Senior Center).
Prepares a monthly event calendar and distribute special event notifications (when assigned at Collins).
Provides monthly upkeep of the bulletin boards at Parks & Recreation Community Centers.
PERIPHERAL DUTIES Performs a variety of miscellaneous duties such as answering phones, typing correspondence, running errands, picking up supplies needed for activities, conducting arts/crafts activities, making arrangements for use of Southwest Center and Collins Senior Center helping set up tables and chairs for classes, etc.
Serves as a member of various employee committees, as assigned.
Co-coordinating and supervising the Summer Youth Program and working with public school systems.
Responsible for the data entry of the Community Center identification program.
Performs other job functions as assigned by the Recreation Specialist DESIRED MINIMUM QUALIFICATIONS Education and
Experience:
High school diploma or GED equivalent.
College coursework or degree in recreation or closely related field.
Two years recreation experience including community center programming; An equivalent combination of education and experience.
Some supervisory experience.
Necessary Knowledge, Skills, and Abilities:
Considerable knowledge of recreation philosophy, planning, and administration; considerable knowledge of the equipment, facilities, operation, and techniques used in a comprehensive community recreation program.
Skill in the operation of listed tools and equipment; skill in first aid.
Ability to develop, coordinate, and direct varied activities involved in a community recreation program; ability to establish and maintain effective working relationships with employees, supervisors, other agencies, participants, instructors, community leaders, and the general public; ability to communicate effectively orally and in writing; ability to plan and supervise the work of paid staff and volunteers.
Ability to recruit and build consensus among diverse individuals, organizations and service providers in a cooperative manner.
Excellent oral and written communication skills.
Experience in PC word processing, graphics, and spreadsheet applications.
SPECIAL REQUIREMENTS A valid State driver's license or the ability to obtain one; First Aid and CPR training.

The City of Texarkana, Texas provides three weeks of paid vacation and three weeks of paid sick leave per year as well as 13 paid holidays per year.
Retirement benefits are through the Texas Municipal Retirement System with the City contributing at a rate of 2 to 1 and the employee contributing 7% each paycheck to TMRS.
Employees are vested after five years and may retire after either twenty years of service at any age or at age 60 as long as they are vested.
Retirement benefits for the Fire Department are paid through the Firemen's Relief and Pension Fund and employees are eligible to retire after twenty years of employment.

The check will bounce and the victim is left responsible.
