Production Controller (Supervisory Production Controller - UNICOR)

The incumbent of this position will be responsible for the direct supervision of staff in the various UNICOR business and factory operations. The Supervisory Production Controller's supervision encompasses planning, coordination and direction of all business office activities to best achieve UNICOR objectives. As a first line supervisor, the Supervisory Production Controller plans and assigns work, maintains work flow, evaluates the performance of federal civilian employees and indirectly the work and training of federal inmate workers. The Supervisory Production Controller recommends staff for awards, promotion, demotion, reassignment and possible disciplinary or adverse actions. The incumbent handles grievances, disciplinary measures, and assesses and meets the training needs of subordinates. The incumbent guides and instructs subordinates through informative discussions and inspections to ensure all factory and correctional duties are carried out. The incumbent provides guidance and direction for an informal on-the-job type of training program for inmate workers ensuring each worker is afforded the opportunity to become proficient in some phase of the operation and receives a job skill prior to reintegration back into society. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. To be considered for the position, you must meet the following qualification requirements:
Education:
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. OR
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in planning production, laying out process steps and specifying equipment for each product work station, which includes cutting, assembling, printing, and packing. Experience in the supervision and direction of the production, planning, and scheduling of a manufacturing cycle. Experience in ensuring manpower and equipment in all areas of production are utilized efficiently and products are manufactured to specifications. Experience in coordinating with quality control personnel and factory foreman to ensure quality control and quantity production throughout the operation. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
